When choosing a budget it is important to take into consideration two points:
1. How much are you willing to spend?
This should be your maximum budget for the project. Remember a budget is not a quotation nor a finally contracted price. It is just an indicator. Although it depends on many factors, be as specific as possible. Describe the problem to the best of your ability. One key things to include are if the contractor have to supply the parts for the job (supply and fit?) or you already have the items and you just need them installed (fit only). Also include, if they are relevant, room dimensions, number of rooms, and so forth.
